Categories are a map, and every map is out of date somewhere. A product that solves a genuinely new problem lands here rather than being forced into a neighbouring box where nobody looking for it will search.
What happens to a listing filed here
It stays visible and it stays editable. When two or three products with the same job arrive, a proper category gets created and the listings move into it, with the old address redirecting.

Describe the job it does in the first sentence, in the words a buyer would use. That description is what decides where it eventually belongs.
